EPA expands long-delayed Passaic River cleanup into Bergen, Passaic, Essex counties

The nation’s most expensive Superfund cleanup to remove cancer-causing pollution from the Passaic River will be expanded to include 9 more miles in Bergen, Passaic and Essex counties under a plan approved Monday by the U.S. Environmental Protection Agency. 

But the $1.84 billion project to clean all 17 miles of the lower Passaic is still several years away from launching, officials said Monday.

The $441 million expansion plan would excavate 387,000 cubic yards of contaminated river mud and place a barrier over the rest in a stretch of the river from North Arlington to the Dundee Dam, which spans the waterway between Clifton and Garfield. A list of affected towns follows below.

The plan comes more than seven years since the EPA unveiled an ambitious $1.4 billion “bank to bank” cleanup of the lower 8 miles of the Passaic from Newark Bay to Belleville, where much of the pollution is concentrated. That dredge-and-cap project has not yet begun.

“We know we can’t turn around a century of pollution overnight, but today as part of the solution, we’re taking a very important step,” EPA Deputy Administrator Janet McCabe said during a virtual news conference Monday.

EPA officials have wanted the two projects on the river to be done concurrently to minimize disruptions, such as the opening of bridges, barge traffic and use of heavy machinery, including excavators.

A temporary treatment plant would be built around 2023 at a location that has not yet been finalized, said Walter Mugdan, the EPA’s acting regional administrator. Dredging work would commence a few years after that, he said.

But the threat of pollution being carried into communities from intense storms like Henri and Ida that have inundated North Jersey recently should give urgency to a project like this, said Rep. Bill Pascrell Jr., D-Paterson, who has spent decades advocating for the cleanup. 

“Let me tell you something: It has taken too damn long,” he said at the news conference. 

The Passaic has long been one of the most polluted rivers in the U.S. Cancer-causing dioxin, PCBs, mercury and other pollutants that were dumped primarily in the more industrial parts of the lower river have been swept by the tide to upriver communities that have homes and parks on its banks.

Dioxin, one of the world’s most dangerous pollutants, isn’t as extensive on the upper 9 miles, but the risk to people may be greater.

The upper part of the river is used for recreation, including a key spot for crew teams to train and compete, hosting the annual Head of the Passaic Regatta, where dozens of high school and club teams race in Lyndhurst.

And the upper part is dotted with pollution “hot spots.” One of those included a patch of mudflats, where the river bends in Lyndhurst, that were strewn with dioxin. Workers dredged 16,000 cubic yards of contaminated mud next to Riverside County Park in 2013 and placed a barrier over the rest.

Most Superfund cleanups move extremely slowly due to protracted legal battles between regulators and polluters as well as efforts to engineer and mobilize an often complicated plan. 

The Passaic has been on the EPA’s Superfund cleanup list for decades.

Pollution has been dredged in front of the former Diamond Alkali plant, where dioxin was dumped in the river in the 1960s as a byproduct of making Agent Orange — the infamous cancer-causing defoliant used during the Vietnam War.

Come enjoy a 1-2 hour guided field trip along the Towamencin Creek and woods, on easy paved and mowed paths. We will look for those birds migrating through, as well as year-round favorites. Birders and nature lovers of all experience and ability levels are welcome, including children if accompanied by an adult. Bring binoculars if you have them. There are public restrooms on-site. STOCKHOLM — Three scientists won the Nobel Prize for physics on Tuesday for work that found order in seeming disorder, helping to explain and predict complex forces of nature, including expanding our understanding of climate change.

Syukuro Manabe, originally from Japan, and Klaus Hasselmann of Germany were cited for their work in “the physical modeling of Earth’s climate, quantifying variability and reliably predicting global warming.”

Manabe is a professor at Princeton University, where he is the senior meteorologist for the university’s program in atmospheric and oceanic sciences.

The second half of the prize was awarded to Giorgio Parisi of Italy for “the discovery of the interplay of disorder and fluctuations in physical systems from atomic to planetary scales.”

All three work on what are known as “complex systems,” of which climate is just one example.

The judges said Manabe, 90, and Hasselmann, 89, “laid the foundation of our knowledge of the Earth’s climate and how human actions influence it.

Starting in the 1960s, Manabe demonstrated how increases in the amount of carbon dioxide in the atmosphere would raise global surface temperatures, laying the foundations for current climate models.

About a decade later, Hasselmann created a model that helped explain why climate models can be reliable despite the seemingly chaotic nature of the weather. He also developed ways to look for specific signs of human influence on the climate.

Princeton NuEnergy one of top winners at CleanTech Open Northeast

Princeton NuEnergy in Bordentown was one of four startup companies to take home the top prize in the 17th Annual Cleantech Open Northeast accelerator awards — an annual competition that honors companies breaking new ground in greenhouse gas reduction.

Princeton NuEnergy, which has developed a novel lithium-ion battery recycling process to directly recover and regenerate used battery materials, will receive $10,000 in cash plus additional in-kind services.

Launched in 2005, Cleantech Open Northeast has served as an accelerator for 523 clean technology startups from the northeast United States and eastern Canada and is part of the world’s largest environmental technology accelerator, Cleantech Open. This year, for the first time ever, global applicants were able to participate virtually, provided they had strong ties to the northeast North American region.

The other three winners showed the global nature of the competition:

  • Innovia GEO, from Oakville, Ontario, which specializes in accessible geothermal energy;
  • Osmoses, from Somerville, Massachusetts, which performs sustainable, industrial-grade molecular filtration and carbon capture;
  • STAC Technology, from Hellerup, Denmark, which performs large-scale heating and cooling using advanced water-vapor driven turbo-compressors.

Princeton NuEnergy describes itself as delivering innovative and sustainable energy and environmental solutions. Its current focus is on second-life battery solutions and closed-loop lithium-ion battery recycling, according to its website.

It lists the following as its missions:

  • Create new solutions in renewable energy, alternative fuels and environmental protection by generating novel processes and materials;
  • Lead the industry in lithium-ion battery recycling and diagnostics;
  • Boost the U.S. economy by creating new manufacturing jobs;
  • Educate and train the new generation in STEM.

All four startups will represent the Northeast at the virtual 2021 Cleantech Open Global Forum on Oct. 20-22. There, they will compete with emerging environmental and energy technology firms throughout the nation for the national grand prize.

Owner of California oil-spill platform faced bankruptcy, history of regulatory problems

LOS ANGELES — The owner of an offshore oil operation that spewed at least 126,000 gallons of crude oil into the Pacific Ocean and fouled Orange County beaches had emerged from bankruptcy just four years ago and amassed a long record of federal noncompliance incidents and violations.

As divers for Houston-based Amplify Energy Corp. on Sunday searched for the location and cause of the massive leak, public records revealed a pattern of changing ownership and compliance warnings for the company. Amplify had also been working to upgrade its aging infrastructure and had plans to initiate new drilling near the site of the leak in the final three months of this year, according to company records. It remains unclear whether the drilling had commenced or whether the work was connected to the leak.

Government officials say the spill originated from a broken pipeline off the coast of Huntington Beach that runs from the Port of Long Beach to a production and processing platform called Elly, located in the Beta Field, an accumulation of oil nine miles from the California coast. Drilling in the Beta Field, discovered by a consortium led by Shell Oil Co. in 1976, began in 1980 and oil production started in January 1981.

The exact cause of the leak remains unclear. But the devastating scope of the spill is already renewing calls for the government to take more aggressive action against the aging oil platforms that dot the Southern California coast. Environmental groups have raised the alarm for years about the condition of some of the systems and what they consider a lack of oversight.

In 2018, Miyoko Sakashita, oceans program director for the Center for Biological Diversity, and other environmental advocates took part in a fact-finding cruise along the California coast to inspect about a dozen oil platforms, some more than 40 years old. They saw rusted pipes and equipment and used an optical gas imaging camera to document flaring incidents on several platforms, she said.

“So much of that infrastructure is old and corroded,” Sakashita said. “[The platforms] should have been decommissioned. … It’s not a robust system of oversight.”
